(1) According to sub-section (2) of section 3, if it is deemed necessary and appropriate to collect donations, and the provincial government publishes a notice in the provincial gazette, "in such a way that the local industry and commerce associations and educational associations are also represented." The Government of Nepal may establish a donation collection committee with a maximum of eleven members and the provincial government with a maximum of seven members.

(3) If the committee deems it necessary, it may form district-level sub-committees under the chairmanship of the head of the concerned district coordination committee.
