Section 9
A Board of Physicians may be formed

(1) When examining a constitutional officer on the charge of incapacity, if the concerned constitutional officer denies the allegation in the explanation demanded from him, the inquiry committee shall consult with the Speaker and be an expert in the relevant subject to examine his physical or mental condition. A three-member board of doctors (medical board) can be formed.
(2) The board according to sub-section (1) shall examine the physical or mental condition of the concerned constitutional officer and submit a report including the reason and basis of his physical or mental condition to the committee within the time limit set by the inquiry committee.
(3) If the concerned constitutional officer refuses to have his physical or mental condition tested before the board as per sub-section (1) or if he is absent without reasonable cause within the period fixed for the test by such board, the said board shall submit a report of the same to the investigation committee.
(4) Upon receipt of the report as per sub-section (3), the constitutional officer who refuses to have his physical or mental condition tested shall be presumed to be incapacitated due to his physical or mental condition unless it is proven otherwise, and the investigation committee shall base that matter on its report.
