: (1) Voter whose name is included in the voter list but who is absent at the time of distribution of voter ID card according to this regulation, a member of his family or a member of the concerned village development committee or municipality or the secretary of the village development committee to collect the voter ID card. Or the recommendation made by the ward secretary of the municipality or the evidence according to section 29 of the act and attached to the chief identity card distribution officer form no. Application should be made in the format as per 4.
(2) According to sub-rule (1), if the name of the voter making the application is registered in the voter list, the Chief Identity Card Distribution Officer shall issue Form no. The Commission will prepare the voter ID card in the format as per 1 and issue the voter ID card within the specified time period.
