Rule 5
Can form a separate new party

(d) the provision of a Central Committee consisting of not less than twenty-one members, and
(e) Other details and documents deemed necessary by the commission.
(2) In relation to the application submitted in accordance with sub-rule (1), the Commission shall examine as follows:-
(a) Disclosure or non-disclosure of what is required to be disclosed in the application,
(b) Whether the application and the attached details and documents are complete or not (c) Whether or not the conditions prescribed by the prevailing federal law for registration of a separate party have been met.
(3) If the details and documents attached with the application submitted for party registration are not clear when the commission examines it according to sub-rule (2) or if additional evidence is required on any matter, the relevant party shall have a maximum of seven days to submit their written statement along with additional details, documents or necessary evidence. (4) Within the time given by the Commission according to sub-rule (3), the concerned party shall submit their statement in writing along with additional details, documents or evidence.

(7) If it is found necessary to register a new party separately during the examination according to this rule, the Commission shall register such party as a new party within forty-five days from the date of the application for party registration, and if it is found that the party cannot be registered, it shall inform the applicant.
(7a) In accordance with sub-section (2) of section 33 of the Act, a separate new party has been formed, rather than the formation of such a party. Within twenty-one days of the formation of a new party by a provincial assembly member or local level member elected on behalf of the immediately preceding party, the provincial assembly member shall appear in person before the provincial election officer at the provincial election office and the local level member shall appear before the district election officer at the district election office Schedule-7A.
