Rule 11
Collection and sale and distribution of herbs
(1) Those who wish to collect the herbs mentioned in Schedule-3 from any forest area should submit an application to the authorized officer including the type of herbs, collection area, quantity and purpose of collection. (2) Upon investigation of the application received as per sub-rule (1), if it is not found that there is a ban on the collection of herbs as per the demand, the authorized officer may issue a license for collection of herbs in accordance with schedule-4. (3) Herbs which have not been collected in accordance with the license to collect herbs obtained as per sub-rule (2) and the authority authorized to check the quantity collected with such license shall take the receipt as per schedule-3 and give the release in the format as per schedule-5.
(4) Notwithstanding anything written in sub-rule (3), the Government of Nepal may give the collection and sale and distribution of herbs of the specified species to the person who collects the highest amount through the Bolakbol system.
(5) For the identification and sale and distribution of herbs that are not listed in Schedule-5 and cannot be identified, the authorized officer shall submit them to the Government of Nepal and do so as approved by the Government of Nepal.
