17. People's Participation and Ownership (1) In accordance with sub-section (2) of Section 28 of the Act, the following should be done when establishing arrangements for direct participation and ownership of people in a project or project:-

(a) When choosing a project or project, do it based on the demand and needs of the people,
(b) arranging for the operation of the project or project through the consumer committee,
(c) Arrange for consumer investment in projects or projects,
(d) Arrange arrangements to ensure public participation in the implementation, monitoring and evaluation of the project.
(2) The Government of Nepal may prescribe that all or any of the provisions relating to participation and ownership mentioned in sub-rule (1) be adjusted.
