Rule 22
Arrangements regarding the appointment of advisers

22. Provisions related to the appointment of advisors: (1) According to sub-section (1) of section 34 of the Act, when appointing an advisor, an expert who matches the subject area of ​​work shall be appointed. (2) Before appointing an advisor. The Ministry shall prepare the work description of the consultant and submit the following matters for approval by the Council of Ministers:-

(a) Reasons for not being able to perform in the civil service position and the details thereof,
(b) The main main function to be edited,
(c) Minimum Qualifications Required,
(d) Duration of Service,
(e) Remuneration and facilities.
(3) For appointment to the post of advisor, the following qualifications should be met:-

(a) At least five years of experience in the relevant field with at least a bachelor's degree in the relevant subject,
(B) Recognized as an expert in the relevant subject,
(b) Citizens of Nepal,
(c) not found guilty by a court of law on criminal charges of moral turpitude,
(d) This section shall not be applicable in the case of advisers who are not employees of any government or semi-government sector, but who are working in such a position before the implementation of this regulation. There is no related dispute and other claims.
(3a) Notwithstanding anything written elsewhere in this rule, a person who has worked in the political field for at least fifteen years in the case of a chief political adviser and a person who has worked in the political field for at least five years in the case of a press adviser and public relations adviser or who has worked in the related field for at least fifteen years can be appointed.

(4) The advisor shall keep a record of the information, facts, reports, etc. received in the course of performing his/her duties, and shall submit all these documents to the relevant ministry or agency upon leaving his/her position.

(5) The advisor shall You have to attend the relevant ministry or agency regularly and report your attendance in the attendance book.
(6) Periodical of all tasks assigned to him by the consultantA timetable should be formulated and implemented accordingly.
(7) The consultant shall submit a report to the relevant ministry or agency mentioning the tasks performed by him according to the schedule.
(8) Prior to the appointment of the advisor, his/her personal details shall be recorded in the office of the Prime Minister and the Council of Ministers.
(9) Before starting to perform his/her work, the consultant must have taken the oath of office and confidentiality in the format as per schedule-4.
