Section 4
District Administration
(1) There will be one district administration office in each district to conduct the general administration of the district. The Government of Nepal will appoint one chief district officer in each district to also act as the chief administrative officer of that office. The Chief District Officer will work as a representative of the Government of Nepal under the supervision of prevailing laws, policies and instructions of the Government of Nepal.
(2) Apart from the courts and defense related offices, the district level offices designated by the Government of Nepal from time to time by publishing notices in the Nepal Gazette shall remain as branches of the District Administration Office.
(3) According to sub-section (2), the Chief District Officer shall not have any control over the exercise of any judicial or quasi-judicial authority or any judicial or quasi-judicial authority prescribed in accordance with the prevailing Nepalese law to be exercised by the district level office or the officer of the same office which is a branch of the district administration office. > (4) According to sub-section (2), the rights and duties of the chief district officer or other officer in relation to supervising, controlling and giving instructions to the district level offices which are branches of the district administration office shall be governed by the rules made under this Act.
(5) The work, duties and powers of the Chief District Officer shall be as follows:
(a) To maintain peace, order and security in the district,
(b) Providing assistance in the development works conducted by the Government of Nepal, municipality or rural municipality within the district (c) To supervise, maintain and repair all properties of the Government of Nepal within the district (d)
(e) To carry out other work according to the orders or instructions given by the Government of Nepal from time to time.
