Section 92
Functions, Duties and Powers of District Assembly

(1) In addition to the duties, duties and rights mentioned in sub-section (7) of Article 220 of the Constitution, other duties, duties and rights of the District Assembly shall be as follows:-
(a) To identify and manage development issues between rural municipalities or municipalities within the district, (b) Prepare details of programs related to development and construction conducted by the government and non-government sectors within the district and monitor the effectiveness and management of such programs at various stages, give necessary suggestions or guidance to maintain regional or community-based, subject-area-based and environmental balance in relation to the results of such programs. or make the guidance public,
(c) To coordinate with the province and federation for capacity development of rural municipalities and municipalities within the district (d) Coordinating between federal or provincial government offices and rural municipalities and municipalities in the district (e) To coordinate and facilitate the resolution of any dispute between rural municipalities and municipalities within the district,
(f) Coordinating plans and actions related to natural disasters and disaster management within the district (G) Coordinate with non-governmental organizations and private sector to maintain balance in development and construction work within the district,
(h) To study, investigate and monitor whether there is a balance in the development and construction work within the district, to maintain a balance in the work related to development and construction, to give suggestions to the ministry, the ministry of the provincial government that deals with matters related to the local level, and also to the relevant village councils and municipalities as needed. > (i) To submit a report within two months of the end of each financial year to the Ministry of the Provincial Government, which deals with matters related to the Ministry and the local level, in relation to its operations. (j) Annual review program income at least once a year to make the development and construction within the district effectiveAfter counting, inviting the parliament-members representing the federal parliament and state assembly from that district and taking suggestions,
(k) To perform other tasks prescribed by the Government of Nepal or the State Government.
(2) The work done by the District Assembly will be done in the name of the District Coordination Committee.
(3) The Zilla Assembly shall make an annual program and budget for the matters under its jurisdiction and implement it after passing it by the Zilla Assembly.
(4) The Zilla Assembly may make and implement necessary procedures, guidelines and standards for matters under its jurisdiction.
