Since the proposed land use policy is going to be implemented for the first time in an integrated manner, it seems that there may be various obstacles in its implementation. In this context, the main risks of the smooth and successful implementation of the policy are seen as follows:

Since the field of land use is a matter of mutual concern, its implementation cannot be effective without the cooperation of the concerned agencies. Therefore, in the absence of high-level coordination between the various agencies concerned, this program cannot proceed effectively.
