(1) According to sub-rule (1) of rule 5, if anyone believes that the information mentioned in the report submitted to the committee is false, a complaint can be filed before the committee within one month from the date of submission of the report.
(2) If a complaint is received according to sub-rule (1), the committee may examine or re-examine the report containing such details.
(3) If the complaint is found to be valid during the examination or re-inspection as per sub-rule (2), the committee shall not issue a newspaper distribution audit certificate to such publisher and if it has been issued, it may suspend the issuance of such certificate as well as the facilities he/she is entitled to for a fixed period of time on the recommendation of the committee.
(4) If the complaint is found to be valid during the examination or re-inspection according to sub-rule (3), the mental expenses incurred during the examination by the committee or the expenses incurred during the re-inspection will be recovered from the publisher.
(5) According to sub-rule (2), if it is determined that a false complaint has been filed during the examination or re-inspection, the expenses incurred during the examination by the committee or the expenses incurred during the re-inspection shall be recovered from the complainant.
