Rule 30
Use of statistics
(1) The department may provide access to any agency or organization to obtain the following services based on the data in the National Identity Management Information System:- (a) Verification of identity number,
(b) Verification of Personal Details,
(c) Verification of biological details,
(d) Verification of identity card,
(e) Provide other personal details of such person if the details as per clause (b), (c) and (d) are verified.
(2) Any public or private organization wishing to access the National Identity Management Information System for one or more of the services mentioned in Sub-rule (1) shall make a written request to the Disclosure Department for the purposes and reasons.
(3) If a request is made according to sub-rule (2), the department shall submit it to the ministry along with its recommendation.
(4) If an application is received with a recommendation according to sub-rule (3), the Ministry of Education may decide to provide access to the National Identity Management Information System to such agency or institution after considering the need and justification.
(5) In case of a decision to provide access by the Ministry according to sub-rule (4), the department to obtain such service, supplementary rule of rule 29. 3) will provide access to the National Identity Management Information System to such an organization by fulfilling the following criteria.
(6) Notwithstanding anything written elsewhere in this rule, the department shall partner with government agencies related to the following areas to obtain the details of individuals on the basis of ID numbers, national identity management through an electronic system that meets the security standards as per sub-rule (3) of rule 29 established by such agency. Access to information systems may be provided by:-
(a) Relating to passports,
(b) relating to land,
(c) Regarding vehicle registration and renewal, (d) Regarding vehicle driver's license, (e) Regarding personal incident registration,
(f) relating to social security,
(g. Relating to revenue,
(h) Relating to citizenship,
(i) The area designated by the Government of Nepal.
(7) According to sub-rule (1), a fee as per Schedule-3 will be charged for accessing the National Identity Management Information System and using the service. (8) Notwithstanding anything written in sub-rule (7), no fee shall be levied for using the service under this rule by any body under the Government of Nepal, State Government or local level.
(9) Notwithstanding anything contained elsewhere in this rule, the information requested by the Election Commission for the purpose of updating the electoral roll may be provided through electronic means (online system).
