(1) If the commission deems that further investigation is required on the matter from the report which has been scrutinized and submitted according to rule 8, the commission may conduct or conduct further investigation by itself or by forming a committee or through the authorized staff of the commission. (2) In case of further investigation according to sub-rule (1), the commission shall conduct further investigation and submit the report to the commission within the period specified by the commission.
