According to rule 16, if the explanation is not submitted within the period given for submitting the explanation or if the explanation submitted is not satisfactory, the person should be given at least thirty days to submit an explanation as to why the name of such person should not be removed from the register.
(2) When given an opportunity to submit an explanation as per sub-rule (1), if the explanation submitted as per sub-rule (3) of rule 16 is not satisfactory, the reason should also be disclosed.
(3) For giving an opportunity to submit an explanation according to sub-rule (1), the concerned person shall also submit an explanation within the deadline.
