The Council shall constitute an inquiry committee consisting of five registered medical practitioners to inquire into and submit a report in the following cases and on the basis of the report of such committee, the Council may remove the name of such person from the register:-

(a) a person's name is registered in the register by fraud or error,

(b) a registered practitioner is unable to practice medicine due to mental illness.
