(1) After the closed list of candidates received before the Proportional Election System Commission is examined and published by the Commission in accordance with the Act and these regulations, any voter of the respective province may contest the claim before the Commission that any candidate whose name is included in such list does not meet the qualifications according to the Constitution and the Act.
(2) If it is found that a candidate does not meet the qualifications of a candidate as required by sub-rule (1), the commission will publish the final candidate list by removing the name of such candidate from the closed list. But in this way, before removing the name of a candidate from the closed list of candidates, he should be given an opportunity to present his opinion.
