(1) If a person who is a candidate for the position of a member to be elected from women and other groups receives less than ten percent of the first preference votes from the total votes cast in the election, the bond held by such a candidate will be confiscated according to section 63 of the ordinance. (2) Dalits and persons with disabilities or from minority groups. If a person who is a candidate for the position of a member to be elected receives less than ten percent of the total votes cast in the election, the bond held by such a candidate will be forfeited in accordance with section 63 of the Ordinance. The security deposit will not be confiscated. (4) The security deposit confiscated according to sub-rules (1) and (2) shall be filed by the election office in the federal reserve fund and kept with the bank receipt.
