Purchase procedure

done by buy new buy old method (buy whack method). (1) Any vehicles, tools, machinery equipment, devices, chemicals, fertilizers, pesticides or other goods of a similar nature owned by the public body are repaired and put into operation after the expiry of the warranty or guarantee period specified by the manufacturer and such manufacturer shall not be cost effective. If the product does not meet the standards specified by the company or cannot be reused or is unreasonable and such goods are not suitable to be stored or auctioned from the point of view of public health or environment, the old goods shall be returned to the manufacturer or official seller or supplier of the same nature after ascertaining such conditions. The same can be bought from the manufacturer or authorized seller or supplier.
(2) According to sub-rule (1), the manufacturer or the official seller or supplier of such goods shall take a valuation proposal for the old goods and deduct the assessed amount of the old goods from the fixed selling price of the new goods and make a purchase agreement.
(3) The quality of new goods to be purchased according to this rule must be certified by a recognized organization.
(4) According to sub-rule (2), when entering into a purchase agreement, it must be disclosed whether or not new goods purchased can be leased again using this method after the life cycle.
(5) When purchasing according to sub-rule (1), the public body shall prepare a list of old goods and new goods available in the market and purchase only with the approval of the head of the department.
(6) Sub-rule (1). The above-mentioned method cannot be used in the procurement process that requires a multi-year contract.
