Section 25
Civil Charter to be maintained
(1) Every government office that provides services to the general public or maintains public relations shall keep a citizen's charter in a place where everyone can see it as prescribed.
(2) In addition to other things, the following things should be mentioned in the citizen's charter as per sub-section (1):-
(a) Services rendered by the concerned office and its nature,
(b) the procedure to be completed by the customer to receive the service,
(c) Time period for providing the service,
(d) Details of the officer providing the service and his office,
(e) Details of any fee or other amount required to receive the service,
(f) Other matters as specified.
(3) The matters mentioned in sub-section (1) shall be binding on the concerned office and it shall be the duty of the head of the concerned office and other employees to provide services to the general public by executing the work accordingly.
(4) If the service recipient is unable to receive the service without performing the work in accordance with the civil charter as per sub-section (1) without reasonable cause, departmental action may be taken against the head of the relevant office and its responsible staff.
(5) If the service recipient is not able to receive the service without reasonable cause and the work is not performed in accordance with the civil charter as per sub-section (1), if the service recipient suffers any loss, such loss shall be in accordance with the provisions regarding compensation for the loss.
(6) Other arrangements related to the Civil Charter shall be as prescribed.
