Rule 8
Can issue ordinary passport in the name of a minor
Even though no one has applied for an ordinary passport in the name of a minor, in addition to clause (a) of sub-section (3) of section 10 of the Act, the department may issue an ordinary passport in the name of a minor in the following cases :- < br> (a) In the case of orphans who are chronically ill and cannot be treated in the country, if a foreign organization or individual requests it with a letter of commitment to provide free treatment abroad and return to Nepal and a recommendation from the Nepalese mission to visit the relevant country abroad,
(b) Organizations established in accordance with prevailing laws for the welfare and protection of orphaned minors must participate in programs organized abroad for the physical, mental, intellectual, educational, character and moral development of such minors and return them to the country, along with a request with the recommendation of the Ministry of Women, Children and Senior Citizens. If done,
(c) If an educational and sports-related organization registered in accordance with prevailing laws wants to participate in any intellectual, educational, training, sports or any other competitive competition held abroad or take it on an educational tour, a request with a commitment to return such minor to the country and a recommendation from the relevant ministry of the Government of Nepal. If done,
(d) If the minor's father, mother, guardian or guardian is abroad, upon request with recommendation from the concerned local level.
