Upon investigation by the Head of Mission, the Secretary or the officer appointed by him on the application submitted in accordance with Rule 3, if it is found necessary to register the name of the applicant from the application and the attached documents, within seven days of the application, the name shall be registered as a non-resident Nepali and a record shall be made in accordance with Schedule-3. (2) After registering the name according to sub-rule (1) and creating a record, such non-resident Nepali should be given an identity card in the format according to Schedule-5 after taking the form according to Schedule-4.
(3) If the applicant's name cannot be registered as a non-resident Nepali during the investigation according to sub-rule (1), the applicant's name can be refused to be registered.
(4) In case of refusal to register the name according to sub-rule (3), the applicant should be given information along with the reason.
