Section 11A
Grants for free higher education
(1) The commission will make available the amount of study fee charged to the Dalit, disabled and economically disadvantaged students enrolled in the university or affiliated private and community educational institutions as a grant to the educational institutions in which they are studying. Explanation: For the purpose of this sub-section, the basis, criteria, classification and other arrangements shall be as prescribed by the Government of Nepal by publishing a notice in the Nepal Gazette.
(2) Notwithstanding anything contained in sub-section (1), no funds shall be made available to the educational institution for the tuition fees of students in the following circumstances:-
(a) Those who have dropped out of studies,
(b) who have changed the Faculty of Studies,
(c): Those who appeared less than the prescribed percentage of attendance,
(d. Those who have failed for two consecutive years,
(e) has submitted a false statement, or
(f) studying for free in other educational institutions.
(3) If the subsidy made available according to sub-section (1) is allocated for the students as per sub-section (2) and is not used, the related educational institution shall return such amount to the Commission.
(4) If the related educational institution does not return the amount as per sub-section (3) to the commission, the commission may withhold any grant given to such educational institution.
