Rule 16
Operation and Management of Surveillance Cell

(1) The operation and management of the surveillance room will be done by the concerned district police office. (2) The following minimum service facilities should be provided in the monitoring room:-
(a) Clean drinking water and nutritious food,
(b) Appropriate arrangements with chairs for children to sit on and blankets for sleeping,
(c) Adequate provision for adequate ventilation and light including windows and doors,
(d)/ Arrangement of toilet and sanitation, other suitable arrangement according to geographical conditions and weather,
(f). Provisions for protection by plainclothes police personnel,
(Six arrangements for providing psychosocial counseling.
(3) The District Juvenile Justice Committee will regularly monitor and inspect the surveillance room of the respective district. (4) Regarding whether the service facility as per sub-rule (2) is available or not, the court, Attorney General's Office, Ministry of Home Affairs, Ministry, Council and the Central Juvenile Justice Committee may formulate an action plan and conduct monitoring and emergency inspections.
