Section 42
Power to make rules
(1) The Foundation may make necessary rules for the implementation of this Act.
(2) Notwithstanding anything written in sub-section (1), the approval of the Ministry shall be obtained when making a rule on the matter of additional financial burden to the Government of Nepal.
