(1) The Government of Nepal may make rules to implement the purpose of this Act.
(2) Without prejudice to the generality of the rights conferred by sub-section (1), the rule may provide for the following in particular:-

(c) Basis for determining compensation for loss of crops and other things (d) … …. …
(e) the conditions to be observed in the construction or placing of anything opening or exiting to a public road,
(f) Conditions to be observed when constructing any gate or way on the right or left of a public road,
(g) Matters to be followed when building or erecting any kind of house, wall, sewer, road, pole, stick etc. to be built or erected on the road border or such edge,
(h) prescribing the height and manner of placing any wire or other similar object placed on the top or edge of a public road or road boundary,
(i) the procedure to be followed when constructing any sewer or laying pipe or wire on a public road or crossing a road boundary,
(j) Duties and other conditions to be fulfilled by a person who does any work on a public road in a way that obstructs traffic.
