(1) The Government of Nepal may, after taking the opinion of the Council, make rules to carry out the purpose of this Act.

may provide for the following matters:-

(a) prescribing the meeting of the Council and its procedure,

(b) prescribing the method of election of the members of the Council in accordance with section 4 ,

(c) prescribing the rights and duties of the chairman and members of the council,

(d) arranging the funds and property of the council,

(e) the chairman of the council and Remuneration to the members, (f) making necessary provisions regarding the conditions of service, salary, allowance and punishment, dismissal of the registrar and other employees, (g) the register of registered medical practitioners to be maintained in accordance with this Act To prescribe the form of the book, (h) to publish the application relating to medical treatment, (i) to prescribe the fees and application forms to be taken in accordance with this Act, (h) (j) The manner of formation of committees, the duties and rights of such committee, p>(d) to prescribe the manner in which the Council shall hear appeals from the decision of the Registrar,

(d) to provide for such other matters as may be necessary for the smooth running of the work of the Council.
