(1) The Committee may make rules to carry out the purposes of this Act. But those rules will not be enforced unless approved by the Government of Nepal. (2) The Institute may make rules especially on the following subjects without having any adverse effect on the generality of the rights given by sub-section (1):- (a) Regarding the time and place of the meeting of the committee and the related procedures. b) About the committee delegating authority to the chairman or director or other administrative officer of the institute, (c) About the appointment, promotion, transfer, dismissal, remuneration, pension, gratuity, bonus, conduct, discipline and conditions of service of the employees and advisers of the institute, (d) ) About the conditions related to the acceptance of contracts and leases made on behalf of the institute, (e) About the procedure of using the seal of the institute, (f) About the working method of the committee, (g) About arranging all the work to be done by the institute under this act.
