(1) The head of the department shall have the authority to appoint, promote and take departmental action of the gazetted employees of the Attorney General's Office under his department.
(2) Appeals related to the appointment, promotion and departmental action of the gazetted employees of the public prosecutor's office and the district public prosecutor's office within the territorial jurisdiction of that office and the right to transfer to the public prosecutor's office within their territorial jurisdiction shall be to the associate attorney of the public prosecutor's office.
