Regarding whether the supplier has not provided the ration of the quality as per the contract, the head of the public body may inspect as necessary and if it is found that the ration of the quality as per the contract has not been provided, he may take action to void the purchase contract.
(2) According to sub-rule (1) or for any other reason, if the supplier has to pay any advance amount to the public body, he shall pay such advance amount and interest on that amount at the rate of ten percent per annum from the date of receipt of the advance. If he does not pay within 30 days of the agreement, the amount will be charged to him as government debt.
