(1) The Commission shall make a decision within forty-five days from the date of submission of the written answer in accordance with Section 44, and in the case that the written answer has not been submitted, within forty-five days from the date of submission.
(2) The decision made by the Commission in accordance with sub-section (1) shall be final.
