Rule 64
Cost estimation of construction works
(1) While preparing the cost estimate of the construction work, it should be done in accordance with this rule subject to rule 63.
(2) When preparing the cost estimate of the construction works, construction related documents and archeological excavation works or underground works such as tunneling, deep tube well, petroleum research, etc., if there are related documents, according to such documents and in the absence of such documents, they are approved by the local authority. A cost estimate should be prepared accordingly. However, when working according to such a number, if a special type of number is required for a specific work, the head of the relevant local body may prepare the necessary number from the technician of that body and, if such a technician is not available, from the related technician of another public body and approve such number. The numbers approved in this way should be sent to the concerned taluk body within four months.
(3) When preparing the cost estimate according to sub-rule (2), it should be prepared by studying whether the goods are available locally or not and estimating the time required to complete the construction work.
(4) Cement, iron rod, brick, stone, clay, bitumen and emulsion, fuel, polythene pipe, G.I. Pipes, DI Pipes, Sanitary Ware, Electrical Goods, Dist. i. When determining the price of wire and other construction materials, the rent of machines and equipment, or the wages of workers, it should be determined on the basis of the rate determined by the rate determination committee of the respective district. But if the rate of such committee is not available, it shall be determined on the basis of the rate set by the relevant government office near the construction site or the government-owned institute, authority, corporation or other organization of a similar nature or the rate, rent or wage given by the industry and commerce association.
(5) In the case that the price, rent or wage as per sub-rule (4) is not available, it shall be determined on the basis of the price, rent or wage set by the head of the local body.
(6) The cost estimate of the construction work prepared in accordance with this rule, such cost estimate shall be fixedA technician or a group of technicians one level above the technician who is doing the work should be asked to check the design and drawing, and if any error is found, such error should be corrected. If there is no high-level technician in such an agency, the head of the relevant local agency should make arrangements to check such cost estimates.
(7) The cost estimate of the construction work should be prepared in the format of schedule-59.
