Rule 10
Cost estimate of construction works

(1) When the public body prepares the cost estimate of the construction work, it should be prepared subject to Rule 9.
(2) When preparing the cost estimate of the construction work, if there are norms related to construction, archeological excavation and work to be done under the ground such as tunneling, deep tubewell, petroleum research, etc., according to such norms and in case there are no such norms, such norms should be prepared by the Government of Nepal, the Council of Ministers. The cost estimate should be prepared according to the approved norms. However, while working according to such norms, if a specific type of norms is required for a specific work, the head of the relevant public agency may ask the technical staff of such agency to prepare the necessary norms, and if there is no such technical staff, the related technical staff of other public agencies may have such norms approved by the department head. The approved norms should be sent to the Construction Business Development Council within one year.
(3) While preparing the cost estimate according to this rule, the public body shall study whether the goods are available locally and determine the time period required to complete the construction work.
(4) In the course of preparing the cost estimate by the public body, cement, iron rod, brick, stone, clay, cork leaf, bitumen and emulsion, fuel, polythene pipe, G.I. Pipes, DI Pipes, Sanitary Ware, Electrical Goods, Dist. i. While determining the price of wire and other construction materials, the rent of machines and equipment, or the wages of workers, it should be determined on the basis of the rate determined by the rate determination committee. However, if the rate of the rate determination committee is not available, it shall be determined on the basis of the rate determined by the relevant government office near the construction site or the government-owned institute, authority, corporation or other organization of a similar nature or the rate, rent or wage given by the industry and commerce association.
(5) Price, rent or wages as per sub-rule (4) are not available? In such case, the rate fixed by the head of the department while determining such rate,It should be determined on the basis of rent or wages.
(6) The public body shall have a technician or a group of technicians one level above the technician who prepares the cost estimate of the construction work prepared in accordance with this rule to check the design drawing as well, and if any error is found, such error shall be corrected. If there is no high-level technician in such an agency, the head of the department should make arrangements to check such cost estimates.
(7) The cost estimate of the construction work should be prepared in the format of schedule-1.
