(1) For the purpose of election, there will be an electorate consisting of members of the Federal Parliament and members of the Provincial Assembly.
(2) Notwithstanding anything written in sub-section (1), the constitution of the electoral college shall not be hindered merely because the position of a member of the Federal Parliament or the Provincial Assembly is vacant or there is no election of any Provincial Assembly.
(3) For the purpose of sub-section (1), the Commission shall prepare and publish the voter's list as prescribed, including the names of the members immediately remaining in the Electoral College.
