(3) In accordance with sub-rule (2), a person who is not satisfied with the decision of the village executive or city council shall file a petition with the relevant district administration office and the district administration office shall conduct necessary investigations and if the petitioner is found to be eligible for education allowance, the name of such person shall be included in the records and the social department shall make it available.
