(1) According to this Act, an unemployed person who wants to engage in minimum employment can submit an application along with his/her details to the relevant employment service center in the prescribed format within the prescribed period stating the skills, qualifications or abilities he/she has.
(2) Based on the application received under sub-section (1), the Employment Service Center shall prepare a list of actual unemployed persons and keep updated records after necessary investigation.
(3) The Employment Service Center shall make available the updated record as per sub-section (2) to the Government of Nepal and the concerned State Government as prescribed.
