Any institution under the complete direction and control of the Government of Nepal under the complete direction and control of the Government of Nepal shall cultivate, prepare, manufacture or export any narcotic drug for the purpose of medicine or scientific research by obtaining a special permit from the Government of Nepal. Nothing written in this Act shall be deemed to be a hindrance to importing or selling narcotic drugs to anyone as per the recommendation of an approved physician.
