(1) The Secretary to the Government of Nepal, Ministry of Defense shall be responsible for the following tasks:-

(a) Defense-related matters under his control Financial administration of the approved amount and performance of work duties related to the finances of the war base,
(b) To include the accounts of the military base in the accounts related to defense and to have the same investigated,
(c) To prepare the income and expenditure account for the year and send it to the Auditor General (d) The Government of Nepal, the Secretary of the Ministry of Defense should request and send to the Ministry of Finance of the Government of Nepal in accordance with the Government Expenditure Procedures Rules, 2016 to deposit the amount from the funds included in the Appropriation Act on behalf of the Nepalese Army into the account that has been withdrawn by the Finance Ministry. The military base and its subordinate units, units, sub-units, depots, offices and departments will be ordered to prepare the necessary details for the purpose of depositing the amount in the account based on the demand or as determined by itself.

(2) After receiving the letter of authorization from the means to spend the approved expenses along with the budget, the Secretary of the Ministry of Defense of Nepal should inform the military base that such amount has been approved for the expenditure of this pen for this period.
