Rule 16

Responsibility of the Government of Nepal

: In accordance with Section 23 of the Act, the Government of Nepal shall have the responsibility to assist in the preparation, distribution and management of voter ID cards in order to distribute voter ID cards to voters within the constituencies specified by the Commission in accordance with Section 23 of the Act.
