: (1) If any personal incident of a foreigner in Nepal needs to be registered, proof of his/her passport or nationality, documents or details proving the occurrence of the personal incident and if he/she is a foreign citizen of a country that has a diplomatic mission in Nepal, such An application should be submitted to the local registrar of the place where he/she resides, including the recommendation of the delegation.
(2) If an application is received according to sub-rule (1), the concerned local magistrate shall, after conducting the necessary investigation and deeming it appropriate, register such individual incident according to rule 17.
