3. Registrar and local registrar: (1) For the purposes of this Act, the head of the National Identity Card Management and Registration Department of the Government of Nepal shall act as the registrar (registrar).

(2) Based on the criteria set by the registrar under sub-section (1), an employee appointed by the concerned village executive or city executive from among the employees working in the rural municipality or municipality will act as the local registrar (registrar). It should be designated to be in each ward of rural municipality or municipality.
