Rule 4
Newspapers to be registered
(1) According to Section 7 of the Act, a person who wants to publish the following newspapers should submit an application to the local authority in the format as per Schedule-4 along with the following documents. Presently the information department is maintained.
(a) For daily newspapers – Rs. 1000.-
(b) For semi-weekly newspapers – Rs. 700.-
(c) For weekly newspapers – Rs. 500.-
(d) For fortnightly newspapers – Rs. 300.-
(e) For monthly and other newspapers – Rs. 200.–
(f) For other newspapers – Rs. 200.–
(2) After receiving the application as per sub-rule (1), the local authority shall issue a temporary certificate to the applicant in the format as per schedule (5) for publication of newspaper.
(3) According to sub-section (4) of section 7 of the Act, after the press registrar gives approval to issue a permanent certificate to publish a newspaper, the local authority will issue a permanent certificate to the applicant in the format as per schedule-6.
(4) After giving the certificate according to sub-rule (3), the local authority shall enter the details related to the newspaper in the registration book as per schedule-7.
(5) According to the restrictive phrase of Section 7 of the Act, if anyone makes an application according to sub-rule (1), the local authority shall also register such newspapers. But,
(a) Newspapers registered in this way will not be charged as per sub-rule (1).
(b) The provisions relating to qualifications as per rule 15 shall not apply to the editors of newspapers registered in this way.
