<br> to register newspaper
A person who wants to publish a newspaper for public sale and distribution in Nepal ……….. must disclose the name, type, language, size, number of pages, number of printing and place of publication of the newspaper in the prescribed format along with the prescribed documents for registration of the newspaper. An application should be submitted to the local authority. However, newspapers published as mouthpieces of Nepal government offices, Nepal government-owned organizations, universities, educational institutions approved by the Nepal government, associations established according to prevailing laws, firms, companies or any political party or organization are not required to be registered in accordance with this section.
(2) Upon receipt of the application as per sub-section (1), the local authority shall investigate the application and, if there is any matter to be discussed with the applicant, shall issue a temporary certificate to the applicant within thirty-five days from the date of receipt of the application as prescribed for the publication of such newspaper. However, if any other newspaper matching the name of the newspaper mentioned in the application has already been registered in the office of the local authority, such temporary certificate will not be given to the applicant.
(3) After issuing the temporary certificate in accordance with sub-section (2), the local authority shall notify the press registrar along with all the details of such newspaper.
(4) After receiving the notice as per sub-section (3), the press registrar will check whether any other newspaper matching the name of the newspaper is registered in the office of any local authority and if it is not registered matching the name, the press registrar will approve the publication of such newspaper by issuing a permanent certificate. .
(5) According to sub-section (4) after receiving the approval from the Press Registrar, the local authority will issue a permanent certificate to the concerned applicant.
(6) If there is a reasonable reason for not granting the permanent certificate to the applicant, the local authority shall inform the applicant of the same within three months from the date of application.And will have to give. After giving such information, the provisional certificate of the applicant will automatically be cancelled.
(7) After giving the certificate according to sub-section (5), the local authority shall enter the details related to the newspaper in the registration book.
(8) If there is a need to change the name, type and language of a newspaper, or if a newspaper needs to be published in more than one language, or if a newspaper being published from one district needs to be published from another district or more than one district, an application should be submitted to the local authority as per sub-section (1). You will also have to take a certificate.
(9) Apart from what is written in sub-section (8), if there is any change in other details related to the newspaper, the publisher should give the same details to the local authority for the purpose of approval.
(10) As soon as the details are received as per sub-section (9), the local authority shall enter the registration book as per sub-section (7) and give its approval to the relevant publisher.
(11) The local authority shall inform the press registrar of the changes in the details of the newspapers registered in accordance with this section.
