Rule 144
Choosing a Consulting Services Procurement Method

(1) When purchasing consulting services for the following works, the local body may select and purchase the quality method:-
(a) multi-sectoral feasibility study, design of hazardous waste management and layering mechanism, design of urban master plan, improvement of the financial sector such as the work expected from the consultant of a nature that cannot be clearly ascertained and the work that requires an exploratory proposal from the consultant,
(b) Feasibility studies or structural engineering design of major dams or major infrastructures, policy studies of national importance, work requiring high efficiency and having serious and far-reaching effects in the future,
(c) The price of services such as management consulting, sectoral and policy studies depends on the quality of the work or work that can be done in a fundamentally different way for individuals and organizations and the cost of competing proposals cannot be compared.
(2) According to sub-rule (1), the approval of the local body should be taken to choose the quality method.
(3) Low cost method can be chosen for the well practiced, routine nature and low cost work like audit, general engineering, design and purchasing agent.
(4) If a high level of expertise is required to do a job, or if the time to appoint a consultant is short, or if only a few consultants are qualified to complete the required work, the consultant can be appointed on the basis of merit.
