Rule 139
Provisions relating to procurement of consultancy services

(1) Consultancy services worth less than 10 lakh rupees can be procured by requesting written technical and financial proposals in separate envelopes from the consultants in the existing list kept in their office according to rule 70. While purchasing according to this bye-law, proposals should be obtained from at least three consultants and selected according to the quality and cost method (quality and difficulty wise selection).
(2) In accordance with section 30 of the Procurement Act, for consulting services worth more than ten lakh rupees, a brief list shall be prepared and proposals shall be requested from the interested bidders in accordance with section 31 of the Procurement Act.
(3) When choosing a consultant, it can be done through the methods mentioned in section 31 sub-section (4) of the procurement act. The selection method should be mentioned in the proposal document.
(4) Regardless of any provision elsewhere in this regulation, if the local body needs to take services such as trainings, seminars and seminars, the authorized officer shall purchase the consulting services up to one lakh rupees, and in case of an amount above that, the approval of the officer one level above shall be procured through negotiation. will end
