Rule 27
Basis of Qualification of Provider of Consulting Services

(1) The public body may consider any or all of the following while determining the basis of eligibility of the offeror to participate in the procurement process related to consulting services:-
(a) If the proposer is an individual, his/her necessary institutional work experience if it is a firm or organization,
(b) the requisite educational qualifications and requisite experience of work of a similar nature of the main key personnel of the offeror,
(c) Method of performance, procedures, responsiveness to operational conditions, transfer of technology and time schedule,
(d) Management ability of the offeror,
(e) Financial capacity of the offeror,
(f) participation of indigenous manpower if proposals are requested from the international level, and
(G) Other matters as mentioned in the document related to the proposal.
(2) According to this rule, the public body may request any or all of the following documents according to the nature of the proposed consultancy service when requesting documents to prove the technical capability of the proposer:--
(a) Public or private organizations that have provided consulting services of a nature compatible with the proposed consulting services during the last ten years, detailing the amount and date of opening,
(b) details of the qualifications of key personnel proposed to carry out the proposed work,
(c) Details of his managerial staff and annual manpower for the last three years, and
(d) Part of the proposed consultancy services intended to be provided through sub-contractors.
