(1) When preparing the cost estimate for consulting services, the public body shall prepare it subject to Rule 9. (2) In accordance with sub-rule (1), the following points shall be taken as a basis while preparing the cost estimate of consultancy services:-
(a) If the relevant ministry has prepared norms related to cost estimation of consulting services, such norms,
(b) the sectoral condition of the related consulting service, (c) the actual cost incurred by the related public body or other public body during the procurement of the same nature in the current or previous years. But while preparing the cost estimate on the basis of this section, the cost estimate should be prepared by adjusting the price to the rate of the previous years.
(3) When preparing the cost estimate according to this rule, the public body shall disclose the following expenses:-
(a) Remuneration of main manpower and other manpower,
(b) Travel expenses, living expenses of manpower, office expenses, necessary goods, equipment and service expenses, translation of reports and other documents, printing expenses,
(c) If the consultant has to arrange for training, seminar or visit, the expenses incurred for such work and other expenses.
(4) Consulting services and other services cost estimate Schedule-1A. should be prepared in the format of
