Rule 161
Consultants should not show interest

(1) The consultant shall provide professional, objective and impartial consulting services in the best interest of the local body receiving the consultation.
(2) While providing consultancy services, the consultant shall not act in a way that conflicts with his current or future work interests.
(3) If the nature of the work related to consulting services conflicts with the past or present obligations of the consultant to any other client, or if he is unable to complete the work in the best interest of the concerned local body, he cannot be appointed as a consultant. But this arrangement will not apply in case of turn key contract or design and construction contract.
(4) Firms that provide goods or construction work for a project and other related organizations or individuals appointed to provide consulting services for the same project and to prepare or implement a plan, consulting firms or other related organizations Or the person is unable to supply goods for such a project.
