Rule 4
Application for identity card
: (1) A person possessing a certificate of Nepalese citizenship should submit an application to the local authority for an identity card within the period specified in sub-section (1) of Section 7 of the Act and attach the following documents in the format as per Schedule-1:-
(a) Copy of Certificate of Nepali Citizenship,
(b) In case the date of birth is not disclosed in the certificate of citizenship, proof of its disclosure,
(c) Copy of Migration Registration Certificate or Marriage Registration Certificate if the permanent address is different from that mentioned in the Citizenship Certificate,
(d) In the case of marriage, if the name of the husband or father is not mentioned in the certificate of citizenship or if it is different, a copy of the certificate of marriage registration. .
(2) According to sub-rule (1), the local authority shall scrutinize the application and documents received and enter the applicant's personal and biological details in the National Identity Management Information System.
(3) A person who has not obtained a certificate of Nepali citizenship but is qualified to obtain Nepali citizenship shall submit an application to the local authority in the format specified in Schedule-2, attaching the necessary documents to obtain a certificate of Nepali citizenship in accordance with the prevailing law within the period specified in subsection (1) of Section 7 of the Act. .
(4) Notwithstanding anything contained in sub-rule (3), a person who has been issued a minor national identity card shall not have to re-submit the documents submitted at the time of receiving such identity card.
(5) In relation to the application made according to sub-rule (3), if the local authority finds that such person is eligible to receive a certificate of citizenship, the personal and biological details of the applicant along with the decision of the case shall be entered in the National Identity Management Information System.
(6) The provision that the department can apply for identity card through electronic means [online system) or file necessary documents for the same. VaiOther arrangements related to the collection of quantitative and qualitative details will be as determined by the department.
(8) After the expiry of the period as per sub-rule (1) or (3), a late fee as per schedule-3 will be charged when applying for an identity card.
(9) sub-rule (1); According to (3) or (6), the person applying for the identity card must appear himself and register his personal and biological details.
(10) After the personal and biological details are registered as per sub-rule (9), a copy of the citizenship certificate, migration registration certificate and marriage registration certificate attached with the notification as per sub-rule (1) shall be taken and returned to the concerned person.
