Rule 2
Definition
Unless the subject or context requires otherwise, in this regulation, - (a) "Ordinance" means the National Assembly Member Election Ordinance, 2074. (b) "Quota" means clause (b) of sub-rule (1) of rule 42. (c) "Municipality" means municipality, sub-metropolitan municipality and metropolitan municipality. (d) "Election program" means election program according to rule 3. (e) ) "Election Office" shall mean Regional Election Office or District Election Office. (f) "Voting Representative" shall mean a person appointed by the candidate or election representative to represent him in the work of counting votes as per Rule 23. (g) "Voter List" of the Ordinance Voter list prepared by including the names of provincial assembly members and rural municipality chairpersons, vice chairpersons, municipal heads, deputy heads who are in the electorate according to section 4. (i) "Voting representative" means the person appointed by the candidate or election representative to represent him at the polling station in accordance with Rule 22. The value of the vote shall be understood and the term shall also refer to the value of each ballot paper distributed to the second or third preference candidate. "Transition value" means the amount determined as per clause (g) of sub-rule (1) of rule 42 for the purpose of distributing such excess votes to the second or third preference candidate if the elected candidate receives more votes than the quota.It should be considered the value of the vote and that term also refers to the value of the vote that will be distributed to the second or third priority candidate based on the value of the votes received by the candidate excluded from the vote counting process.
