Section 2
Definitions
In this Act, unless the subject or the clause otherwise implies,–
(a) "Forest" means an area fully or partially covered with trees or shrubs.
(A1) "Forest area" means the grasslands, meadows, bare hills covered with snow or not covered with snow, roads, ponds, lake beds, wetlands, surrounded by forest boundaries or not, except as otherwise provided by existing laws, enjoying the right of private ownership. , the area occupied by the river, river channel, bagar, parti or ailani land.
(b) "Forest Boundary Mark" shall mean a wooden, stone, cement or any other material pole or sign board used to demarcate the boundaries of the National Forest and the term shall also refer to the forest boundary mark marked on the map prepared by surveying the land in accordance with the prevailing law.
(c) “Forest produce” means the following produce existing or found in a forest or brought from a forest:-
(1) Wood, firewood, round, khairkach, khoto, wood oil, bark, laha, pipla, pipli, or
(2) trees, plants, leaves, stalks, fruits, seeds, flowers, leaves, roots, stems, barks, gums, wild herbs, plants and their various parts or minute parts, or
(3) Rock, soil, gravel, gravel, sand, or
(4) Livestock, wild animals and hunting of livestock or wild animals.
(c1) "Environmental service" means the following services and benefits derived from the ecosystem of the forest area:-
(1) Carbon storage,
(2) conservation of biological diversity,
(3) Water cycle system,
(4) Tourism,
(5) Other benefits as specified.
(d) "Action plan" means a forest-related action plan prepared for the development, protection and utilization and sale of forest produce while maintaining environmental balance and approved in accordance with this Act.
(e) "National Forest" shall mean all forests within Nepal …….. except private forests, whether or not demarcated, and by that term shall mean any land surrounded by or adjacent to a forest, and roads, ponds, lakes or streams within the forest; and Bagar even to JNow.
(f) "Government managed forest" means the national forest managed by the Government of Nepal in accordance with paragraph-3.
(f1) "Chakala forest" means section 20A. Wamojim shall mean any part of the forest managed by the government having an area of at least five hundred hectares.
(g) "Protected forest" means a national forest declared as a protected forest by the Government of Nepal in accordance with this Act, considered to be of special environmental, scientific or cultural importance.
(g1) "Partnership forest" means paragraph-4A. Any part of the national forest that is managed in partnership with the district forest office, local level and consumers should be referred to as follows.
(G2) "Partnership Forest User Group" means Section 24D. The partnership formed in accordance with this shall be referred to as a forest consumer group.
(h) "Community forest" means the national forest entrusted to the user group in accordance with section 25 to develop, protect and use the forest for the collective benefit.
(i) "Recognized forest" means a national forest provided as a recognized forest in accordance with section 32 to any organization, forest production-based industry or community established in accordance with the prevailing law for the purposes mentioned in section 31.
(j) "Religious forest" means a national forest entrusted to a religious body, group or community for the development, protection and use of forests in accordance with section 35.
(k) "Private forest" means a forest planted or protected on private land to which a person is entitled according to the prevailing law.
(l) "Ministry" means the Ministry of Forests and Environment, Government of Nepal (L1) "Province Ministry" means the Ministry of the State Government dealing with forestry matters.
(d) "Department" means the Forest and Land Conservation Department of the Government of Nepal (D1) "State Forest Director" means the head of the State Forest Directorate.
(D2) "Directorate" means the Provincial Forestry Directorate which looks after the forest related matters of the province.
(d) “Divisional Forest Officer” means the Head of the Divisional Forest Office;lives.
(n) "Forest Officer" means gazetted technical staff of all levels assigned to ministries, provincial ministries, departments, directorates, and subordinate offices.
(p) "Forest Assistant" means gazetted technical staff.
(h) "Committee" means the committee constituted as per section 9.
(d) "Consumer group" means a consumer group registered as per section 42 for management and use of community forest.
(d) "forestry lease" means a lease granted under section 32.
(N) "Lessee" means a person who has obtained a forest-related lease in accordance with section 32.
(c) "Tools" means all kinds of agricultural tools used for cultivation or mining in the forest area, including cutting, cutting, hoes, axes, saws and machines.
(f) "Load carrier" means a cart, truck, wave, motor, tractor, boat, cart or any other similar vehicle or animal for bringing forest produce etc.
(b) "Chowpaya" means any kind of pet four-legged animal.
(B) "Tacha" means a mark, sign or target applied to wood or standing trees.
(m) "Prescribed" or "as prescribed" means prescribed or prescribed in the rules made under this Act.
